(Interamerican Institute for Democracy) Venezuela has a President In-Charge recognized by nearly 60 countries and a dictator, head of the usurper regime. Although the legitimacy and legality are bestowed upon President Juan Guaido, the dictator Nicolas Maduro wields de-facto power through criminal acts that are planned, executed, and sustained by the Cuban dictatorship. If these assumptions are true, in order to stop the usurpation of power it becomes indispensable that Juan Guaido, as Head of State and head of Foreign Affairs, make it clear and without a doubt the condition of the Cuban regime in his country, identifying it and denouncing Cuba as an attacking and interventionist state in Venezuela.
Aggression is defined by the United Nations (U.N.) General Assembly’s Resolution 3314 as “the use of an armed force by one State against the sovereignty, territorial integrity, or political independence of another State, or in any other way that is not compatible with the United Nations’ Charter”. Article 3, subparagraph “g” of this resolution, characterizes as an act of aggression “the sending by one State, or on-behalf of said state, of armed gangs, irregular groups or mercenaries that execute acts of an armed force against another State of such seriousness that are comparable to these aforementioned acts, or their substantial participation in such acts”.
To intervene is “to interject authority, to direct the internal affairs of another State”. Intervention, in International Public Jurisprudence is a violation of the principle of non-intervention that establishes the nations’ independence and the right for their peoples’ own self-determination that is closely related to the sovereignty of the State. The “principle of non-intervention is tantamount to the principle of non-interference in the internal affairs of another State”. Intervention can lead to “control” that boils down to dominance, command, and preponderance. Occupation is “the establishment by one State of authority over another State or a territory”.
Complaints, assessments, reports, news, and documents prove Cuba’s attacks and intervention in Venezuela. Despite of years of fighting, protests, sacrifices, and heroic acts, until now the Venezuelan nation has not been able to liberate itself from the Castroist Chavist usurper dictatorship, precisely because Cuban aggression and intervention, prevent this from happening. Cuba’s intervention in Venezuela has turned into occupation, opening the doors to the intervention of Russia and China, as part of its destabilization strategy with its antiimperialist doctrine.
Cuba’s intervention in the internal affairs of Venezuela is so serious that dictator Maduro only is the operator of these attacks and intervention of Venezuela, this is why it is usurper. Control over the Venezuelan Armed Forces by different means of Cuban intervention, has been proven. The presence of Cuban military intervening Venezuelan Commands and military capabilities, has been corroborated. It is estimated that around 50,000 Cubans, in different functions ranging from military operations, security services, intelligence, torture, repression, indoctrination, and others, comprise the occupation force to sustain the usurper regime.
In the economic realm, Cuba through its intervention, has tuned Venezuela into its main source for resources and support, manipulating corruption, appeasement, and treason to the homeland that its puppet regime with Nicolas Maduro carry out at the expense of hunger, misery, and the humanitarian crisis that Venezuela finds itself in, with a worldwide impact.
Since a long time ago, recouping freedom and democracy in Venezuela is no longer a matter just amongst Venezuelans, because Cuba’s aggression and intervention, and its application of a criminal methodology, have turned Venezuelan peoples in victims and in captivity. Maduro’s operations in this situation is yet another proof of his condition as a usurper.
Cuba’s intervention in Venezuela, by means of the criminal partnership formed between Cuba’s dictatorship and Venezuelan operators, now-a-days called “Castrochavism”, has made -out of Venezuelan territory- its main base for attacks against the security, stability, sovereignty of other States such as; the United States, Colombia, Brazil, Ecuador, Chile, Bolivia, and the entire region.
All of this and much more is known by President Juan Guaido who can no longer continue without discharging his obligations when facing public and noteworthy acts that call on him to identify and decry Cuba as an attacking and interventionist State in Venezuela. This is the least, the basic, he can do. It is about identifying the enemy.
